The proposal to establish this body was submitted in Commander-in-chief's message to Admiralty dated 18th December 1928, No. 627, and approved in Admiralty message dated 11th January 1929, No. 237.

Bach shipping firm oonoerned has appointed a representative to deal direct, in matters of individual detail, with the Anti-Piracy Officer. A constant liaison is thus maintained between the Committee and the companies.
Terms of Reference
The functions of the Committee are as detailed in China message No. 627 to Admiralty, modified by Admiralty message No. 237, as follows:

To co-ordinate the system of supplying guards to British ships and to deal with questions of priority of claims.
To prepare and operate a system of route ing and inter-oommunication between all British ships on
passage.
(c) To maintain close liaison with civil and police
authorities and shipping firms.
